Ofcom pledges to protect broadband users.
Broadband companies have been warned against breaking rules.
Ofcom made the pledge after instructing TalkTalk & Tiscali to cease charging people for services they were no longer receiving.
According to Ofcom, the two providers - both part of the TalkTalk Group - have generated more than 1,000 complaints in 2010.
The companies have until December 2nd to comply with the rules or face further action, such as a fine of ten per cent of relevant turnover.
